In an attempt to save money, rural trains will run slower. The new plan to make the trains run better, is to slow down the local routes, so that they damage the line less, so that they can save money on repairs. I'm not sure whether they've actually thought about this properly, seeing as slower trains generally equals less people taking trains, which means less money, which takes them right back to where they started. Needless to say, some people aren't best amused.
